CompassCAD offers a variety of tools to choose from the toolbar in which if combined, could create your desired design.
Selects a component, then allows you to manipulate its size and some variables
⚠️ Note: the Select tool cannot directly move components. You have to use the Move tool.

Another example where an arc is selected, exposing its editable three points.
Note four of those points (lines have 2 and arcs have 3 points). This means that you can move the point to manipulate its size or even its position (even though it is the most indirect method).
Navigates the workspace’s virtual camera from one spot into another. Alternatively, on any tool, you can hold and drag the middle mouse button to quickly navigate.

Moves a component to any point specified by a mouse move.

Deletes a component, however this could be reinstated in the inspector.
